Sand ridges and bottomland: two kinds of ground in one town

The USDA soil survey at 60 random points inside town shows a split personality. Roanoke and Warne soils, occasionally flooded, took 12 points. Lakeland sand took 7 and the Lakeland-Urban land complex took 5. Cape Fear loam and Altavista fine sandy loam took 5 apiece, Johnston loam 4, and Wagram loamy sand and Candor sand 3 each.

Lakeland sand is excessively drained and rates as not limited for a dwelling. Roanoke is poorly drained, Cape Fear and Johnston are very poorly drained, and Altavista is moderately well drained. All four are rated very limited for dwellings without basements. A lot of the biggest units in town are wet bottomland, so subgrade prep and drainage matter more here than in Hoke County. On a ridge lot a compacted base does the job. Near a creek bottom we add stone, hold a firm fall away from the pad and watch the water table after a rain.

Reading the flood map before you stake a pad

A federal flood-map check at 50 random points inside Eastover found 34 in minimal-hazard Zone X, 13 in the 0.2 percent annual chance zone and three in Zone AE. That puts 32 percent of sampled points outside minimal hazard, roughly one in three. A sample isn't a ruling on your parcel, so look up your address on the state's Flood Risk Information System.

Cumberland County administers a Flood Damage Prevention Ordinance for the mapped 100-year floodplain, and a parcel in it has to comply before improvements. Raising grade with fill on a flood-mapped lot is a permit conversation, not a weekend job. Cumberland County is your permit desk, not Town Hall

Eastover's town website lists Planning & Inspections under Cumberland County, right next to the sheriff, and shows no town-run building or zoning counter. Permit questions go to the county's Planning & Inspections office, which handles building permits for town.

The county zoning ordinance, in Sec. 108(A), makes it unlawful to start excavation for or construction of any building or other structure, accessory structures included, until a zoning permit is issued, and the permit goes void after six months without real progress. The text doesn't name patios or driveways, so ask whether a stand-alone slab counts. It defines a driveway as a private access way limited to people who live, work or visit on the parcel.

Raised edges and step-downs on wetter lots

On a lot that holds water, the finished surface needs to sit above the surrounding grade, and the edges need somewhere for water to go. We set the pad a few inches above the yard where the ground is wet, wrap the edge with a firm shoulder of soil and slope the grass away from it. A step-down to the lawn takes the place of a hard edge that traps puddles. If the back door sits higher than the yard, one or two poured steps solve both problems at once.

On the dry ridge, simpler rules apply. A compacted base, a slight fall and downspouts that clear the pad are enough. Excessively drained sand does shift at form edges, so we back-pack the soil against the slab after the forms come off. Town services worth knowing before you dig

The town's services page lists the Eastover Sanitary District for water and the Eastover Volunteer Fire Department for fire calls. If a pad plan involves moving a hose bib or a water line, call the district first. Every digging job starts with NC 811, which needs at least three working days of notice, so describe the whole dig area on the request, including the back corner where you want the grill. If the truck route means widening a driveway that meets a road in the State Highway System, that change needs an NCDOT driveway permit from the District Engineer's office, and NCDOT charges no application fee.
