Footing depth, frost line and the 2018 NC codes in force

North Carolina is still on the 2018 State Building Codes, which took effect on January 1, 2019. The State Fire Marshal's code page lists them, and a March 2025 letter says the 2018 code stays the standard until the 2024 code's effective date is set. That date waits on the State Fire Marshal certifying that the new codes are published and that the Residential Code Council is fully seated. So far no effective date is set.
