The post changed its name twice, and the searches did not keep up

The Army post was renamed Fort Liberty in 2023 and renamed again in 2025. A Defense Department memo dated February 10, 2025 restored the Fort Bragg name, an Army release on February 14 said the change took effect immediately, and a ceremony followed on March 7. The new name honors Pfc. Roland L. Bragg, a World War II soldier who earned the Silver Star and Purple Heart. The Army said updating signs and documents would be deliberate and phased, so the older name hangs on in local searches and in this page's address.

The post covers more than 251 square miles across Cumberland, Hoke and Harnett counties and holds XVIII Airborne Corps, the 82nd Airborne Division and Womack Army Medical Center, with more than 52,000 military personnel by one count. Which permit office answers for a lot beside the post

If you own a home or rent out a property off post, the post isn't your permit office. The line that matters runs on the ground outside it. The City of Fayetteville runs Permitting and Inspections with an online development portal. The Town of Spring Lake inspects within its limits, which include parts of the post, and wants every inspection scheduled through the town office. Cumberland County Planning and Inspections covers unincorporated land.

The post also spans Hoke County and Harnett County, so a lot on that side of the line answers to Hoke County Building Inspection or Harnett County Central Permitting instead. The post and Pope Army Airfield sit along the northern part of Fayetteville, so the city line and the fence line run close. Sort out your jurisdiction before you pick a pour date. Concrete foundation contractors in Fort Liberty meet Fayetteville's city rules

On the city side, the Unified Development Ordinance reaches a new foundation in a few places. New curb cuts and access to individual lots are reviewed and approved by the City Manager before a building permit issues. The first 12 feet of a driveway, measured from the street pavement edge, can be 16 feet wide for a single-car garage and 24 feet for a garage with two or more bays, unless the city manager finds a greater width is needed. City driveway plans show a radius of at least 20 feet. A single-family home or duplex gets its residential driveway permit by phone through the city.

Sidewalks come with new frontage. The code wants them on both sides of a street, at least 5 feet wide outside downtown, concrete, brick or pavers, with a brushed finish on public sidewalks.

Stormwater is friendlier. Inside the city, a separately built single-family home or its accessory buildings that disturbs less than one acre is exempt from stormwater control, and so is development with no more than 20,000 sq ft of impervious area on under an acre. Water still can't be pushed onto a neighbor's lot. The city's stormwater utility bills each developed detached single-family property one equivalent residential unit, which it defines as 2,266 sq ft of impervious surface.

Haymount, Bragg Boulevard and the historic overlay

The Haymount Historic District is listed on the National Register of Historic Places, with a 2007 boundary increase. It covers about 40 acres and 60 contributing buildings, roughly Hillside Avenue from Bragg Boulevard to Purshing Street. National Register status is a separate question from local regulation, and the city does regulate its local historic districts and landmarks. The Historic Resources Commission reviews exterior changes there, and an applicant needs a Certificate of Appropriateness.

Whether a footing for a rear addition, a new walk or a driveway needs that certificate is the city Planning staff's call. So if your house sits in or near a historic district, call the city's Planning staff before the survey crew arrives. The historic preservation page has the contacts. A footing is hard to hide once it's poured, so it's cheaper to ask first, and a written yes or no from the city saves an argument later.

Sandhills ground and the Cape Fear on the Fayetteville side

The soil survey for Cumberland County shows average sand content in the upper layers of about 96 percent for Candor, 94 for Lakeland, 85 for Blaney and 80 for Wagram. Those are the sandy soils under much of the area around the post. They drain fast and compact differently than clay, so subgrade preparation and compaction matter more than frost. Footings follow the code's 12 inch frost line either way. Termite protection is required across North Carolina, and the 2018 code asks for a 4 inch base course where a slab sits below grade, with an exception for well-drained soils that the building official has to accept. Whether your lot gets the base is settled before we price it, and it goes in the written estimate.

Digging, grading and backfilling all count as excavation under the state's damage prevention law, so NC 811 has to hear from your crew three full working days before work starts. The homeowner exemption doesn't cover a hired crew.

Low ground by the river is another story. The Cape Fear River at Fayetteville rose to roughly 61.5 feet during Hurricane Florence in September 2018, about 2.6 feet above its 2016 crest during Hurricane Matthew, according to National Weather Service figures reported by a local TV station. The county administers a Flood Damage Prevention Ordinance for mapped flood hazard areas, and it will look up status by address or parcel ID. Pick the office first, then the pour date

Bring your plat, your plans and the date your builder wants to frame. Ask which office permits your parcel: city, town or county.
