The Army renamed the post back to Fort Bragg in February 2025, after it carried the name Fort Liberty from 2023 to 2025. You can read the Army's release and the WUNC coverage of the March ceremony if you want the dates. Search boxes still say Fort Liberty, so this page answers to that name.

The post sits on federal land, but the streets around it belong to different governments. Which one issues your paper depends on the lot.

• Inside Spring Lake: the town's Inspections Department enforces the building codes. It works with Cumberland County on some inspections, but the town says every inspection is scheduled through its own office, and applications go through its online customer portal. One more wrinkle: Spring Lake's town limits take in parts of the post itself, so a map of the town and a map of the neighborhoods around the post don't line up. Fayetteville's stormwater code exempts redevelopment that adds no more than 5,000 square feet of new paving on less than an acre of disturbed ground. A walk is a few hundred square feet, so it sits far under that line, but the exemption only covers lots inside the city.

Shop and office frontage inside the city line

A walk in front of a business is a different job from a path to a house. Bragg Boulevard runs through Fayetteville, and a business inside the city limits follows the city's standard. The Fayetteville ordinance calls for public walks at least 5 feet wide outside the downtown district, built of concrete, brick or pavers, raised above the street beside them and finished with a brush. A new one has to connect to the existing walk at the property line, so the grade and width we pour must meet what's already there. Inside the downtown district the minimum jumps to 8 feet, and the city can take a payment in lieu of a walk where it finds that appropriate. Neither touches a house's front walk, but a shop owner should ask.

On a commercial lot the city's driveway-permit site plan also shows the walk along the frontage, ramps and crosswalks where they apply. We'd rather learn that at the estimate than at the inspection. Loamy sand, a slower subsoil and the edge of the slab

Around Spring Lake the ground is mostly sand over a thin loamy layer. In a federal soil survey sample inside the town limits, Blaney loamy sand was the most common soil, with excessively drained Lakeland sand next. The NRCS description of Blaney soil says its loamy subsoil drains moderately slowly. Rain goes through the top sand fast and then slows down at that layer, so a soft base can hold water under a walk.

That shapes the pour. We strip the sod, compact the sand until it stops giving under the plate, and set the forms so water leaves the walk and doesn't gather beside it. Sand also washes out along a slab edge, especially under a downspout, so we backfill and pack the shoulder after the forms come off. It's plain work, and it's what separates a walk that stays flat for years from one that dips by spring.

Timing matters too. Fayetteville averages 70.5 days a year at 90 F or higher, so a summer walk gets an early start and a wet cure so the surface doesn't dry faster than the inside. A winter pour is the opposite problem. Fayetteville Regional Airport sees 46.9 mornings a year at or below 32 F, and we hold a pour back when frost is on the base.
