The county, not a town counter, issues Stedman's permits

The town has its own zoning ordinance, but the town's own page says Cumberland County provides planning and inspection services for it: all permitting, planning, zoning, code enforcement and mapping. The ordinance itself was prepared by Cumberland County Planning & Inspections. So a walk here runs through the county's offices in Fayetteville, in the Historic Courthouse.

The town page that explains the arrangement is worth a look. NC Highway 24 passes through, and the town sits about 11 miles east of the City of Fayetteville, with a 2020 population of 1,277. The town was incorporated in 1917, and the Maxwell House there is on the National Register. The county's permit offices list building permits, single-trade permits and other permits, and they take applications through a self-service portal. Concrete sidewalk contractors in Stedman and the zoning-permit habit

Stedman's zoning ordinance, Section 12.321, requires a zoning permit from the Zoning Inspector before excavation or construction of any building or structure, including accessory structures, or before moving, altering or repairing one. The permit goes void after six months with no real progress. The ordinance also keeps accessory buildings out of required front and side yards and 5 feet off any lot line that is not a street line.

None of that names a walk. Whether a stand-alone walk counts as a structure is a question for the county's zoning staff, and we ask before we price. If the walk runs to a new shed, a carport or a garage, the building has its own permit, and the walk should go on the same plot plan. A walk tied to a building project becomes part of that paperwork even when a free-standing one is not. Goldsboro, Rains and Johnston: the soils that hold water

The dirt here doesn't match Hope Mills or Spring Lake. A federal soil survey at 30 random points inside the town found Goldsboro loamy sand at 11, Rains sandy loam at 7, Norfolk loamy sand at 6, Johnston loam at 4 and Lynchburg sandy loam at 2. Of the 30, 24 were Goldsboro, Rains, Johnston or Lynchburg, which range from moderately well drained to very poorly drained.

NRCS describes Goldsboro as moderately well drained with moderate permeability, and calls it an Aquic Paleudult. Aquic means seasonal wetness. For a walk, that means the bed can stay damp through a wet season, and a fresh slab on soft, wet ground can sink at one end. We look at the route after a rain, dig a test hole and, where the ground is soft, use more stone and a firmer base before the forms go in. That adds cost, and it goes in your written estimate, not in a surprise charge. The Goldsboro description has the detail. NRCS data put its shrink-swell potential low, so clay isn't pushing a walk around, but a soft bed can still settle. Edges get extra attention, since water that stands beside a slab softens the base under it.

Three of thirty points sit in the 100-year floodplain

A flood-map check at the same 30 points found 27 in minimal-hazard Zone X and 3 in Zone AE, which is a mapped 100-year floodplain. That is one in ten, against one in thirty at the Town of Hope Mills and the Town of Spring Lake in the same kind of check. It's a sample and not a ruling on your parcel, so look your own address up on the state's flood risk lookup.

The county's floodplain rule is written for unincorporated land: no building permit in a Special Flood Hazard Area until Planning & Inspections issues a Floodplain Development Permit. Since the county runs Stedman's permitting, ask it how that applies to a mapped lot in town before the walk becomes part of a larger project like an addition or a garage. A plain walk is a smaller question, but the county decides it, not us. Floodplain status is set parcel by parcel, so we ask rather than guess, and we put what they tell us in your estimate.
