One walk, two desks: the town inspector and the county planner

Here, the town and the county both have a hand in a small job. The town's Inspections Department enforces the North Carolina building codes, reviews plans and issues permits for things like decks, garages, carports and storage buildings. Planning is a joint effort with Cumberland County, and the town says the county planning department handles most planning items.

Inspections have a twist. The county sometimes performs them for the town, but the town says every inspection must be scheduled through its own office, not the county's. Permit applications and inspection requests go through the town's online customer portal, which needs an account. The town inspections page explains it. Whether a plain walk needs a permit is a question for that office, and we ask it before we price a long run.

We run through a short list on every job here. Nothing on it is fancy, but skip one and the pour can get stopped.

1. Does the walk need a permit, and from which desk? One call to the town office answers it.

A walk, a fence and a front-yard line

Walks and fences share a lot of ground. The town doesn't require a permit for a fence, but the ordinance sets limits: solid fences and walls top out at 3 feet in a minimum front yard and 6 feet in a minimum side or rear yard, and nothing solid goes over 3 feet within 25 feet of a public right-of-way line. Open fences and walls can be any height. Retaining walls are exempt from the setback rules in that chapter. The rule is in the town's ordinance, Sec. 42-191(3).

Why would a concrete crew care? Because a walk that runs along a new fence needs room for a gate to swing, and a wall that sits near the walk affects drainage and the grade. We set the walk first when we can, then let the fence crew work around a finished edge. If you're planning both, tell us before you order panels. A 4-foot walk with a 3-foot gate beside it is a tidy fit. A 3-foot walk next to a 3-foot gate is not. Cut a joint at the gate line too, so any crack lands at the opening and not across the swing.

Blaney sand, a wet pocket and the Little River

The Little River runs through town from west to east, and the ground around it is mostly sand. Of 30 random points inside the town boundary, a federal soil survey put Blaney loamy sand on 9, Lakeland sand or Lakeland-Urban land on 5 and Candor sand on 3. One point landed on a poorly drained Torhunta and Lynn Haven soil. Flood-map checks at the same points came back 28 minimal-hazard Zone X, one AE and one with no result.

So the sample reads mostly dry sand with a few wet pockets. Blaney's loamy subsoil drains moderately slowly, per the NRCS Blaney description, and a soft base can hold water under the slab. If your lot sits low, look it up on the state's flood risk lookup and walk the yard after a heavy rain. A puddle that sits for a day tells us more than a map does. We'll pitch the walk away from the house and tie any downspout past the edge. In winter the airport logs 46.9 mornings a year at or below 32 F, so we hold a pour when frost is in the base and cover a fresh slab when the night will drop below freezing.
