Start with where the lot sits. Inside Fayetteville, Permitting and Inspections takes applications through its online portal. The city's guide lists new buildings, additions, decks and porches over 24 inches high, and accessory buildings more than 12 feet on a side as needing a building permit. Plain ground-level driveways, walks and patio slabs are not on that list. If your slab is for a covered patio, garage or shed, ask the office before you pour.

Hope Mills runs its own inspections, and its Public Works department issues driveway permits and inspects the forms before the pour. Spring Lake schedules all inspections through the town office.
