Quick answer

In St. Pauls, the town issues the building permit while Robeson County inspects the work, so a pour here answers to two offices. Fayetteville Concrete Pros is one of the concrete contractors in St. Pauls, NC that plans for both. We walk your flat sandy lot, write a free estimate and tell you which permit to start with.

Town zoning plus county inspections: how St. Pauls splits the work

St. Pauls is an incorporated town in Robeson County, home to 2,045 people in 955 homes on about 1.5 square miles. Unlike the unincorporated communities around Fayetteville, it has its own planning board and zoning ordinance, and the planning board page says it fields questions on existing zoning, new development and whether a storage building can be added to a lot.

The town's ordinance says nothing gets erected, moved, extended, enlarged or structurally altered until the Town of St. Pauls has issued a building permit. Inspections run through Robeson County, and Robeson County Community Development is based in Lumberton. Expect the town for zoning and the county for inspections.

Concrete contractors in St. Pauls, NC who ignore that split risk a stalled pour. We list both offices in your free written estimate, and our permit guide shows how the other counties around Fayetteville handle the same job.

Shop and shed slabs: the accessory building rules

As concrete contractors in St. Pauls, NC, we read this part of the ordinance before quoting, and you should too if you're pouring a slab for a workshop, storage building or detached garage. The ordinance says you need a permit before an accessory building is placed or built, the building must meet the NC State Building Code and zoning rules, and accessory permits come from the town and the county. An accessory building can't sit in a required front or side yard, and it must stay at least 5 feet from any lot line or other building.

Mobile homes, Conex containers and semi-trailers are not allowed as accessory buildings outside industrial zoning, so don't pour a slab for one. Lot coverage is capped too: principal and accessory buildings together can cover 35 percent of the lot in R-16, R-12, R-10 and R-8, and 20 percent in RA-20. The text counts buildings and doesn't mention pavement, so ask the planning board if you plan a big driveway.

A 24 by 24 shop pad is 576 sq ft. At our $7 to $12 per sq ft that's $4,032 to $6,912, settled in a free written estimate after we see the site. The slab page explains thickness and steel for shop floors.

Lakeland sand, Norfolk loam and a dry flood map

St. Pauls ground is flat and sandy. Soil maps for 60 spots found Lakeland sand 11 times, Norfolk loamy sand 9, Wagram loamy sand 7, Wakulla sand 7 and Goldsboro loamy sand 5. Lakeland, Wakulla and Wagram are excessively to well drained sands, and Norfolk and Goldsboro are loamy sands that NRCS also rates not limited for a house without a basement.

FEMA's flood layer looks friendly too. All 50 sample points inside town landed in Zone X, minimal hazard. That's a sample, so it doesn't rule on your parcel. Look up your own address on the flood layer and keep the printout for the estimate visit.

The catch is a handful of wet soils. Byars loam, which is very poorly drained, showed up 7 times, Johnston soils 4 and Coxville loam 3. If your lot has one of them, it can hold water after a hard rain, so we look at the ground before pricing. Sand calls for compaction and edge control. For driveways, the driveway cost guide shows how base depth moves the number.

Corner lots, curb cuts and the 40 foot sight triangle

Residential lots in R-16, R-12, R-10, R-8 and RA-20 districts carry a 30 foot front yard, 15 foot sides and a 25 foot rear, with a 75 foot lot width. Those numbers decide how close a driveway extension or patio can get to the line, and where a detached slab can sit.

Corner lots add one more rule. The ordinance keeps a triangle clear of obstructions between 2 feet and the stated height, with 40 foot legs measured from where the inside curb lines meet. A pier, retaining wall or tall planter inside that triangle can break the rule. Street access counts too. No building goes on a lot that doesn't touch a street or public alley for at least 20 feet.

The ordinance defines a curb cut but doesn't set a residential driveway width, so we call the planning board before we draw one on a corner. If the street is state maintained, an NCDOT driveway permit applies and NCDOT charges no application fee. The driveway page shows how we form and finish the apron.

After the mills: small commercial pads and loading areas

The town takes its name from St. Pauls Presbyterian Church, built on land William Davis donated in 1799. It was incorporated in 1909, and three cotton mills went up early in the twentieth century. Most of them closed in the 1990s. The commercial jobs we price here are ordinary flatwork: shop floors, dumpster pads and loading aprons.

We price commercial flatwork at $8 to $14 per sq ft, set per job after a site visit, because thickness and steel change with the load. A parking apron for delivery trucks isn't built like a patio. Tell us what rolls over the slab, and we'll spec it. Our commercial concrete page covers jobs from walks to loading pads.

For homeowners, the sidewalk page and patio page cover the smaller homeowner jobs. Rockfish (see that page) and Raeford sit in Hoke County, which has its own rules, so don't borrow their permit steps.

Concrete contractors in St. Pauls, NC: town zoning first

Start with the town for zoning and a building permit, expect the county on inspections, and call 811 before digging. Your contractor makes that call. Where a driveway meets a state road, add the NCDOT step. None of this is hard in the right order. It gets expensive when a slab goes down before the permit does.

Fayetteville Concrete Pros is locally owned and Fully Insured, with 40+ years of experience behind the site walk. We write Free Estimates after we see the lot, and they name the offices to contact. Have a sketch with property lines ready, plus the zoning district if you know it and any building you plan to add later.

If you need concrete contractors in St. Pauls, NC who understand the two-office setup, call (910) 996-0343. Bring that sketch to the walk and we'll measure it against the setbacks. Our foundation page shows how foundation work fits your plan.

Frequently Asked Questions

Who gives me a building permit for a slab in St. Pauls?
The Town of St. Pauls issues building permits under its zoning ordinance, and accessory building permits come from the town and the county. Inspections run through Robeson County. Whether a driveway or patio alone needs a town permit isn't spelled out, so call the planning board before you pour flatwork.
How close to my property line can a shop slab sit in St. Pauls?
An accessory building can't sit in a required front or side yard and must stay at least 5 feet from any lot line or other building. Rear and side yard setbacks for the residential districts are 25 and 15 feet. Combined building coverage is capped at 35 percent, or 20 percent in RA-20. We measure your lot first and mark the lines before forms go up.
Will a Conex container work on a concrete pad in St. Pauls?
Not as an accessory building. The town prohibits mobile homes, Conex containers and semi-trailers as accessory buildings outside industrial zoning. A pad for storage needs a permanent permitted structure instead. Call the planning board with your zoning district, and we'll price a slab for whatever the town approves, in writing, at no charge.
Are St. Pauls lots in a flood zone?
The FEMA flood layer put all 50 sample points inside town in minimal hazard Zone X. That's a sample, not a ruling on your parcel. Check your address on the flood layer yourself. Wet pockets from Byars and Coxville soils can still hold water after heavy rain, and we plan drainage around them.
What soil are concrete contractors in St. Pauls working with?
Mostly flat sand. Lakeland sand, Norfolk loamy sand, Wagram loamy sand and Wakulla sand turned up in a 60-spot sample, and they drain well. Byars loam, Coxville loam and Johnston soils are the wet exceptions. We look at each lot and adjust base and drainage before we write the free estimate.
What's the corner lot sight triangle in St. Pauls?
The ordinance keeps a triangle clear of anything between 2 feet and the stated height, with 40 foot legs measured from where the inside curb lines meet. Piers, walls and tall planters don't belong there. We check your corner before we draw a driveway or a wall, and we mark the triangle on the plan we hand you.
