Rockfish borders Fayetteville, but Hoke County sets the rules
Rockfish is a community in eastern Hoke County, North Carolina, bordered on the east by the city of Fayetteville across Stewarts Creek. About 3,383 people live in it, in 1,306 homes on roughly 5 square miles. Cross the creek and you cross a permit line too. City rules don't apply unless your parcel was annexed, so check yours with Hoke County Planning before you draw a single form.
Hoke's zoning ordinance covers unincorporated land that sits outside any town's extraterritorial area, which takes in Rockfish parcels outside Raeford's. Puppy Creek Plantation went on the National Register of Historic Places in 1976.

Septic, zoning, then building: Hoke's three-step permit path
Hoke County's residential page lays out three steps. Environmental Health comes first for septic, though public sewer lets you skip it. Then Planning issues a Zoning Permit, which requires that your project meets the setbacks and isn't in the floodzone, wetlands or an easement. Last, Building Inspections issues the building permit. The county wants a plot plan showing the lot, the buildings, and "the location and dimensions of parking and driveways."
Watch two clocks. A zoning permit goes void if work doesn't start within 180 days, and in a water supply watershed you need a separate watershed protection permit. Building Inspections says single-family plan review takes 1 to 3 working days, and the permit cost doubles if work begins without the permit. We'd rather you wait a day than pay twice.
The county's residential page and zoning permit page have the forms. Our slab page covers garage and shop pads, and the foundation page covers monolithic slabs. We put the permit steps in your free written estimate so they're on paper. We'd rather go over a plot plan with you early than find a missing setback after the forms are set. Building Inspections asks for two sets of residential plans, so have both ready.
