Concrete pool deck contractors in Erwin: zoning first, county permit second

Erwin splits the paperwork across two offices. The Town's Planning & Zoning department takes a Zoning Permit Application, or a request for a Zoning Verification letter, from anyone inside its planning jurisdiction. Harnett County Inspections then does the building review under an interlocal agreement, and the agreement says no building permit can be issued until a zoning permit or comparable approval is in hand.

The Town's form asks for a site plan showing the lot shape, existing and proposed buildings, parking, access drives and yard dimensions. It also asks about project cost, whether the property accesses a DOT road, and whether it sits in a floodplain, watershed or wetland. Town staff decide whether the Town wants its own foundation inspection. The version posted online is an older revision, so ask for the current form. Flat ground and hydric soils: the Town's own drainage warning

Erwin's 2023 Land Use Plan puts the Cape Fear River on the west side of town and the Black River on the east. It warns that drainage and stormwater are a problem in many areas, where the land is relatively flat and wet-natured hydric soils occur. That's the town's own planning document talking, and it matters if your concrete pool deck sits near a low corner of the yard. The plan also notes large floodplains and wetlands near the major rivers and creeks, and it names Erwin Municipal Park, W. N. Porter Park and the Cape Fear River Trail Park.

The USDA survey, checked at 40 random points, found Norfolk loamy sand or Norfolk-Urban land at 15, Marlboro sandy loam at 4, and Wahee, Bibb, Exum and Altavista scattered through the rest. Norfolk is well drained. Exum and Altavista are moderately well drained, Wahee is somewhat poorly drained, and 3 points landed on Bibb, which is frequently flooded. So two Erwin yards can behave very differently. We probe each yard and set the fall away from the water. The runoff needs somewhere to go, and your neighbor's lawn isn't it.

One yard in four sits in a mapped flood area

FEMA's flood layer, checked at the same 40 points, put 29 in Zone X minimal hazard, 8 in the 0.2 percent annual chance area, 1 in Zone AE and 1 in the AE floodway. That's 10 of 40 outside minimal hazard, about one in four. The sample is small and says nothing about your address. The state's flood risk lookup does.

The Town posts a Floodplain Development Permit Application and a Flood Damage Prevention section on the same page as its zoning forms. If your parcel is mapped, that's a third piece of paper before the concrete pool deck goes in, and it can change what we're allowed to pour and how high. We'd rather learn that at the estimate than on pour day.

NCDOT handles that through its District Engineer, at no application fee, and says simple requests typically take four weeks or less. A surround that works with the entrance you already have skips that step.
