The agreement says no building permit gets issued for construction, repair or improvement to any land or structure in Erwin until the Town has issued a zoning permit or comparable approval.

The Town's zoning form asks for a plot or site plan showing the lot shape, buildings, parking, access drives and yard distances. It also asks the estimated cost, whether the property touches a DOT road, and whether it sits in a floodplain, watershed or wetland. Town staff fill in the setbacks. The Cape Fear River runs on the west side of town and the Black River drains the east side. That matters for a patterned slab. On flat ground the fall has to be built into the pour with forms and string lines. It won't come from the lot.

USDA soil data at 40 random points inside Erwin's boundary found Norfolk loamy sand at 15, Marlboro sandy loam at four, and Wahee, Exum and Bibb loam at three each. Norfolk drains well. Exum is moderately well drained, Wahee is somewhat poorly drained, and Bibb is mapped as frequently flooded. So two lots a few streets apart can need different bases. One in four sample points sits in flood-mapped ground

FEMA maps checked at those same 40 points put 29 in minimal-hazard Zone X and eight in the shaded Zone X for a 0.2 percent annual chance of flooding. One point fell in Zone AE and one in a regulated AE floodway. One point returned no result. It's a small sample and not a ruling on your parcel, but the share outside minimal hazard is high enough to check before you spend money on color.

Look up your address on the state flood risk lookup. The Town posts a Floodplain Development Permit Application and a Flood Damage Prevention section on its planning page, and its zoning form asks about the flood zone directly, so you'll answer that question either way. If the lot is mapped, ask the Town about fill before any gets hauled in. A stamped pad that holds the grade you drew on paper is worth more than one that has been raised an inch without a plan.
