Zoning at Town Hall, then the building permit from the county

Erwin splits its paperwork across two offices. Town of Erwin Planning and Zoning issues the zoning permit. Harnett County Inspections handles building inspection for the town under an interlocal agreement, and the agreement says no building permit can be issued for any construction, repair or improvement within the town until a zoning permit or comparable approval is in hand.

So the order is fixed: zoning first, county second, concrete last. What the zoning site plan has to show for a floor

The Town's zoning application asks for a plot or site plan showing the lot shape, existing and proposed buildings, parking, driveways and the front, rear and side yard dimensions. It also asks the estimated project cost, whether the property fronts a DOT road, and whether it sits in a floodplain, a watershed or wetlands. Town staff fill in the zoning district, the setbacks and whether the Town wants a foundation inspection of its own.

That's more paper than a shed pad deserves, but it's the town's form and the building permit hangs on it. Draw the sketch before the estimate walk: stake the corners, measure to the property pins, mark the driveway and the nearest road. If you have the closing survey, hand it over and the sketch goes quickly. Whether a loose slab with no building needs the zoning permit is for the Planning office to say, so ask them with the sketch in hand.

Flat ground and hydric soils: the drainage warning in the Land Use Plan

The Town's 2023 Land Use Plan puts it plainly: drainage and stormwater are an issue in areas where the topography is relatively flat and hydric soils occur. It names the Cape Fear River on the west side of town and the Black River, which drains the east side, with large floodplains and wetlands near the rivers and creeks.

A soil survey sample of 40 points inside town found Norfolk loamy sand at 15, which drains well, and wetter ground too: Wahee, rated somewhat poorly drained, and Bibb, mapped as frequently flooded. Norfolk sand is straightforward to build on. Wahee needs a stone base, a finished height above the yard and a path for the roof water, because the ground under it won't take water in fast. We read the soil at the estimate walk and price the stone before you sign, not after.

Zone AE pockets and the town's floodplain permit

FEMA map checks at the same 40 points found 29 in Zone X minimal hazard, 8 in the 0.2 percent annual chance area and two in Zone AE, one of them in a floodway. That's about one point in four with some flood designation. It's a small sample, so don't read your lot off it. Look up the address on the state's flood risk lookup.

The Town posts a Floodplain Development Permit Application with its zoning forms. If your pour is in a mapped zone, that permit comes before fill, a raised floor or a new pad. Ask Planning early. Bring the address and the footprint, and ask whether your parcel counts as in or out of the special flood hazard area.

Older lots, mill streets and a floor that has to fit

Erwin grew around the Erwin Cotton Mill, built in 1902, and the median house here went up in 1966. Census figures put the median home value at $161,100, with about 71 percent of households owning. Older lots are measured against existing sheds, steps and fences, so mark those on the sketch before the stakes go in.
